Until it someday becomes the default charset ;-)
Which is already the case in most of the digital world. But not in Fidonet that for a large part runs on software born decades ago. Most message readers used in Fidonet do not even support UTF-8, let alone use it as default.
So for the time being, we will have to use a CHRS kludge for anything beyond pure ASCII...

Yep, it has the CHRS kludge.
However, if you want to get technical, you should send the CHRS kludge that coincides with the message written. If the message includes UTF-8, then send the CHRS: UTF-8 kludge. If it contains CP437 characters, then it should be sent with the CHRS: CP437 kludge, etc.
UTF-8 also works for, and completely covers ASCII.. so it is still valid in this case.
In most of my setups outside of my BBS itself, I just convert everything to UTF-8, and always send that kludge. YMMV, though.

Non-ASCII characters are encoded in UTF-8 as 2 or more bytes. If the reader doesn't "know" it's UTF-8 (or cannot translate them), it will display those 2 bytes as 2 high-ASCII characters.
