    I am trying to create a fail2ban setup to ban telnet
    connections that just sit there and never login but I am not finding
    where the telnet log would be running synchronet 3.21 on ubuntu

    what i did was write a script where every ip that connects gets banned until they validate with my code. then they are white listed.
    still doesnt help. unlimited supply of bots and scanners.

    what did? you didnt do a script for users to validate themselves.
